How to potty train a GSD?

I have a 14 month old German Shepherd that I can not potty train! I love my dog to death but He just won't stop. He is getting to the point that he will even do it in the same room as me. My friend told me that I need to just get rid of him, but I love him and I know that he is smarter than this. What can I do to make sure that he doesn't potty in the house? Any advice will be helpful. I want to send him off for training but that is really expensive and I can't do it right now. I will be able to in about 2 months.
