Do u see anything wrong w/ only allowing very intelligent emigrants into the work force?

I don't. I believe it might be good to place a moratorum on emigration...say for about 2 yrs. Lots of other countries, especially Mexico, say if u want to emigrate to their country you have to bring $$. Anything wrong w/ that?
