Can you have a c-section by choice?

My sister had a c section w/ her 1st baby because the baby was breech. She's pregnant again and she told me she was going to ask if she could schedule a c-section. There is no medical reason for this, I asked her why she wanted a c-section vs. a natural birth & her response was becasue she doesn't want her "pee pee" to rip. I told her that I do not think they will do a c-section just because you'd rather have one, and that they only do them if medically necessary. But I have no evidence, that is just my guess. I am a woman by the way on my husband's acct. Does anyone know if they will do a c-section on her?
